Constructing a Job Loyalty Scale for Employees of Youth and Sports Forums in Kirkuk Governorate

The study aimed to construct a Professional Competence Scale for the directors of Youth and Sports Forums in Kirkuk Governorate and to identify the level of professional competence among these directors. The researchers employed the descriptive survey method. The study population consisted of 146 employees working in the Youth and Sports Forums during the 2025–2026 academic year, who were divided into a construction sample and an application sample. The researchers developed the scale according to the scientific procedures for scale construction. Data were collected and analyzed using the Statistical Package for the Social Sciences (SPSS). After processing and analyzing the data, the following conclusion was reached: The directors of Youth and Sports Forums in Kirkuk Governorate possess a high positive level of professional competence. The researchers also recommended utilizing the Professional Competence Scale to assess and identify the level of professional competence among directors of Youth and Sports Forums.
