The Reality of Institutional Excellence in Selected Formations of the Iraqi Ministry of Youth and Sports from the Perspective of Employees

aim of this research was to identify the level of institutional excellence in selected formations of the Iraqi Ministry of Youth and Sports from the perspective of employees, as well as to examine in detail the reality of institutional excellence within these formations. The descriptive method using the case-study approach was adopted on a sample of 434 employees working in the ministry’s formations (the Department of Regional and Governorate Affairs, the Department of Physical Education and Sports, the Sports Medicine Department, the Department of Studies, Development, Staff and Youth Leadership, and the General Company for Sports Investments), representing 22.51% of the total population. A survey was conducted to assess the opinions, tendencies, and attitudes of employees in the ministry’s formations under investigation regarding institutional excellence. These individuals constituted the predetermined application sample of 434 participants. The main survey was conducted using paper-based questionnaires, applied directly to participants, both collectively and individually. The fieldwork took place at the headquarters of the Iraqi Ministry of Youth and Sports from October 26, 2025, to November 6, 2025. The data collected were statistically analyzed using SPSS.
