This study aims to develop and standardize the "Distinguished Integrity Scale" in Iraqi sports federations and to diagnose the level of this scale among different categories (federation members, referees, coaches). The importance of the study stems from the fact that physical fitness represents an independent administrative value for the first time in improving local performance, especially in light of the complexities and crises facing Brazilian sports federations, which have negatively impacted their work and ability to perform.
The model follows the interactive boundaries and interrelationship model. The research population consists of federation presidents and members, referees, and coaches (257 individuals). The sample was divided into two groups: a group for developing the new scale (196 individuals), and a group for final application (61 individuals). The research procedures for developing a new construct scale consisted of five main axes (organizational optimism, organizational trust and empathy, integrity, and arrogance). Its items were formulated according to the standards of scientific statistical analysis. Validity and reliability were calculated. The final form of the scale consisted of (39) items with a range of (39- 195) and a total hypothetical mean of (117). The mean score for the entire study was calculated at (151.705), which is higher than expected to meet the hypotheses, reflecting a clear level of complete integrity. The results also revealed clear differences in numerical appearances between the three groups, with coaches in teams following referees and then members. However, these differences were not statistically significant according to one-way analysis of variance (F = 1.684, Sig. = 0.085). This result explains the presence of a unified organizational and ethical culture in these federations, given the varying significance and differences between the different groups. This culture contributed to supporting sports ethics plans, developing partnership and transparency policies, and diversifying their contributions and values related to integrity. Future studies should be expanded to include other sports federations or the relationships between these groups. This may be due to variables such as creative organization, but also to functional factors.
